Pastors Todd and Leslie
Foster
At the Senior Pastor Level, husband and wife team Todd and
Leslie Foster co-pastor COTR. Together, they bring
to the ministry his 12 years as a manager at SNET
and her 12 years as a public school teacher in both
the Hamden and New Haven school systems. In
addition to his pastoral duties, Pastor Todd was
the chairman on the inaugural
Board of Directors for Teen Challenge - New Haven,
Inc.. He also chaired the New Haven
committee for Mission

Connecticut with Luis Palau
and currently serves on the Board of Directors
of Church on the Rock - International.
Pastor Todd holds a Bachelor of Science in Business
Administration from Northeastern University
and a Master of Theology Degree from Christian
Life School of Theology. Pastor Leslie left her public
school teaching position for the co-pastorate role at COTR.
She brings much compassion, wisdom and practical
experience to the oversight of the church. In addition to
normal sacerdotal duties, Pastor Leslie oversees
the New Haven Campus of the Christian Life School of
Theology as well as the administration of
personnel at COTR. She
also coordinates a myriad of women's ministries and
activities for the church. Aside from her responsibilities
within COTR, Pastor Leslie serves on a the Board of
Directors of Samaritan Regional Services, a New Haven
based ministry to children in the Hill and Fairhaven
sections of the city. She holds a Bachelor of Arts
in Elementary Education from Emmanuel College in
Boston, MA, and a Bachelor's Degree in Theology
from Christian Life School of Theology.
